Head Start of York County believes that parents are a child’s most important teacher and provides many opportunities for parents to be just that.  When Head Start began back in 1965, the creators of the program realized that parents play a critical role in their child’s success and included extensive partnering with parents in the program.  This is a big part of Head Start’s success.

Parents meet four times throughout the year with their child’s teacher to review progress notes and set goals for their child both at home and in the classroom.  Parents spend time volunteering in the classrooms, learning how their child functions away from home with other adults and children.  Teachers use this time as an opportunity to raise parents’ awareness of child development and model teaching techniques and positive social interactions.

Parents meet monthly at Parent Gatherings to conduct the business of the center, learn about issues important to them, and have input into the educational program.  Parent Gatherings give parents the opportunity to develop leadership skills, socialize with other parents, and advocate for their Head Start Center in a comfortable setting.  A parent from each Parent Gathering is elected to represent the center on Policy Council.

Policy Council and Community Progress Council Board of Directors share governance of Head Start of York County.  Policy Council is composed of center representatives, community representatives, and CPC Board representative.  Policy Council considers matters that affect the entire program.  They are involved in all funding applications, the interview process, hiring or termination of staff, approval of policies affecting children, families, and staff, county-wide service projects, enrollment, and the self-assessment process.  As members of Policy Council, parents enhance their leadership skills, participate in the decision-making process, attend trainings, work with parents and community representatives from around the county, and are empowered to govern their program.
